The institutions (organization and functions) and the main bodies of the European Union. Legislative procedures. The institutional balance and the principle of loyal cooperation.
The competences of the Union. Art. 352 TFEU. The principles of subsidiarity and proportionality. Enhanced cooperation.
The system of sources of Union law. The Treaties of the Union. The Charter of Fundamental Rights. The general principles. The effects of the agreements in the law of the Union. The relevance of general international law. The EU legislation. The responsibility of Member States for the violation of obligations under EU law.
